The factor caused trafficking is the impact of social development that it’s appear together with economic development. Social developments cause an alteration in society structure and create some new problems. The facts showed that criminality increase in the country that experiencing in social development progress which appears along with economical development. The effort of criminal overcoming meant that implementation includes three important steps are preventive, repressive, and rehabilitative. That overcoming effort will be very depending on situation and condition at the place where the criminality happened includes the women for prostitution commerce crime. The form of overcoming effort in an area will be different with other region because there is difference social culture characteristic from each area.

The law politic of child’s protection canons has been developed which start from many rate of canons. The sets of law equipment are: Child’s Right Convention, Marriage laws, Child’s welfare laws, and Manpower ship laws, until distinctive pointed in child’s protection canons.

This research has aim to know the effort from making Correctional Facility of Children (LPA), with investigate what the factors that can detains that effort, describe the effort to prevent those detains for the effort to care for student at Correctional Facility of Children,as the character of morality crime. This research is field research with design research qualitative description use juridically crimonology approach, research location at Correctional Facility of Children Blitar. Method of collection data earlier with collection secondary data through documentation of study, interview and observation. And for assign the research sample in the population use purposive sampling method. From the research result at LPA Blitar was obtained that the care from LPA Blitar covered at 2 (two) fields, that are : (1) Making at the personality, (2) Making at to be autonomous. And the shape of making care are the following: a) General education, b) competence education, c) morality education, d) religious education, e) socio-cultural education, and f) recreation.

Rape  to child especially in last Malang city some times this show the make-up of enough amounts of significant. In observation of research obtained result of that hardness to child which many are hardness of sexual one other biggest is in the form of rape  to location and child with second biggest amount in East Java are in  Malang. In brief presentation is elaborated especially cause factors the increasing of rapes amount  to child in Malang city. So that effort able to conducted to overcome the the problem by related parties and also handling to rape victim child.
