Problem of land affairs is so sensitive problem which can cause conflict. To anticipate it, since 1960 the government had held program of land registration that the one of its objective is law certainty and protect the right holder itself. This land registration consists of land registration for the first time and land maintenance. However its long time but society that was registering their land stills a bit relative, it is reaches 50% yet. Reluctance of society to register their land usually cause because of expensive fee, need long time to process and society feel unimportant to register their land yet.

Nowadays, the condition of our environment is very apprehensive. We can feel it from the water, the air and the surrounding that are not comfortable anymore. Conditions like these are really serious in big cities like Surabaya and Gresik. This study aimed at finding out the causes of the environmental pollutions and the settlements of environmental disputes done by the involved parties. This research used the qualitative approach with case study technique. The findings of this study showed that the water pollution happened because of the industrial activities. This pollution then lead the dispute between the company and the society around the industry. The settlements done along this time are non litigation ways, which are negotiations and mediations.

UU Nomor Tahun 1967 the law about mining has been legalized since 1967. The socio politic condition at that time was very sensitive. Therefore the content of this law still has many defect. It seems that this law still sides with the owners of financial capital. The goal of this law is to increase the economic growth. Therefore, the focus is how to make as largest as exploitation upon the nature. This condition makes the interest of the people in majority neglected. In the long run, this state will inflict a loss upon the people around the mining area.
