Problem of land affairs is so sensitive problem which can cause conflict. To anticipate it, since 1960 the government had held program of land registration that the one of its objective is law certainty and protect the right holder itself. However its long time but society that was registering their land stills a bit relative, it is reaches 50% yet. Reluctance of society to register their land usually cause because of expensive fee, need long time to process and society feel unimportant to register their land yet.
