Social development and the rule of regulations which aimed to the land proprietary based on the land rights according to 5th regulation at 1960 about the basic rule of Agrarian affairs fundamental (UUPA) factually did not blotting out the tradition society rights which also well-known as community rights. The right mentioned above strengthened by the regulation as mentioned in section 3 UUPA that established “hak ulayat dan hal-hal yang serupa itu dan masyarakat hukum adat” still can be done by the related customary law society as long as that “hak ulayat” is factually exist.
