Effort to support housing development requires land availability in suburb or rural area. Because then dense of urban area. Government no conducting reining, controlling and adjusting of privately housing development. The regulation explain land supplying mechanism is conducted by selling and buying, exchange or other that agreed by both parties. It is based on Article 2 Verses (3) of Presidential Decree 55 1993 About Land Supplying For Development For Public Interest and also supported by legality of selling-buying, treatment and another agreements and related regulation. This study showed phenomenon that related with land buying and selling for housing interest, where land scalper role is very dominant that emerging law violation. Law protection effort is nothing just by discussion. There is also social economic impact, the transfer of land function from agriculture to housing. The society employment from farmer to be laborer that caused by the lack of agriculture land.
