Local autonomy is not only a political instrument, but also an administration or management instrument that can be used to optimize the local resources. These local resources then can be taken the benefits as great as possible for the advance of the civilization, particularly in facing global challenge. Moreover, they can be used to support the making efficient use of the people, and create initiative and creativity on the part of the people. Further, they can also be utilized in upgrading the role of the people and developing the democracy in local level.

In this local autonomy era, Municipal Legislative Assembly is an institution which has central roles for realizing optimally the hopes of the people or at least fighting for the people or the constituents’ aspiration. In this context, it is a need to create close relationship among the constituents as the voters and as the inhabitants of an area being represented- and the representatives in the Municipal Legislative Assembly. In other words, anything done by the members of the Municipal Legislative Assembly should be what is hoped by the people. In addition, all their action should be accountable to the people. Therefore, the hope of realizing the acceleration in establishment of democracy and good governance will come true.

The supervision role of Malang Municipal Legislative Assembly members has not worked optimally yet. It is due to the fact that there are many constitutional rights of the members of Municipal Legislative Assembly which are not functioned yet. This condition is caused by puny comprehension of the members of Municipal Legislative Assembly on the supervision instrument. It is also caused by political factors in which the solving of the problems involving the Municipal Legislative Assembly and the head of local area is only by lobbying.

The implementation of the supervision role of the Municipal Legislative Assembly is influenced by external factor, that is the legislation which is not sufficient enough in some cases. It is also influenced by the internal factor, that is the ability of the members of Municipal Legislative Assembly themselves. In Malang, the more dominant factor is the insufficient understanding of the Municipal Legislative Assembly members in implementing the supervision role, particularly in supervising the local finance management. Local government needs to be supported by expert staffs in each committee who are appointed in accordance with their competences. It is needed to be done in order to support the improvement of the effort of the Municipal Legislative Assembly in implementing their constitutional function.
